Uttarakhand Animal Welfare Board
In the light of the decision given by Hon'ble Supreme Court, New Delhi on PIL No. 440/2000, Government Order No. 531/XV/ Animal Husbandry /2004-4/2004 dated Dehradun to implement the provisions of Prevention of Cruelty to Animals Act, 1960 in the state. 'Uttarakhand Animal Welfare Board' was constituted on 23 November 2004.
Objective
- Identification, recognition, coordination and cooperation of organizations dedicated to the welfare of animals.
- Advice and recommendation proposals for effective implementation of the Prevention of Cruelty to Animals Act to prevent cruelty to animals and creation and amendment of legal provisions/rules/government orders/guideline policies related to the welfare of cattle and animals.
- Advice and support for preparing counter affidavits on matters related to the welfare of cows and animals under the Hon'ble High Court, Nainital and Hon'ble Supreme Court, New Delhi.
- Recommendation/implementation/coordination of schemes for conservation and promotion of destitute cattle through Animal Husbandry Department/Urban Development Department/Panchayati Raj Department.
- Recommendation/implementation/coordination of schemes for population control of destitute dog animals through Animal Husbandry Department/Urban Development Department/Panchayati Raj Department.
- Propagation of various acts, rules, bye-laws and various legal provisions related to the welfare of animals.
Functions and Duties
According to the rules of the board, 'Uttarakhand Animal Welfare Board' has the following objectives:-
- Continuous study of the law in force for prevention of cruelty towards animals and advising the government on amendments to be made in any such law from time to time.
- To advise the Government in making rules under this Act for the prevention of unnecessary pain or torture in the transport and performance of animals and in the captive system.
- To give advice to the government or any other person regarding improvement in the size of the standards so that the load on traction animals can be reduced.
- To provide advice to the government or local authority or any other person regarding the design, maintenance of slaughterhouses or the abuse of animals in order to make legal provisions/amendments to prevent unnecessary physical and mental pain or suffering before slaughtering animals.
- Through the grant of financial assistance, encouragement to build cow shelters, animal shelters, cage poles, Qazi houses etc. for the elderly, sick, disabled, unproductive, destitute and animals seized by the police in cases of animal cruelty.
- Support, encouragement, guidance, guidance, support and financial assistance to animal welfare organizations working within the state.
- To advise the State Government in matters relating to medical care and precaution.
- To provide education regarding good treatment of animals, to encourage public opinion against causing unnecessary pain or torture to animals and for the improvement of animal welfare through lectures, books, publicity letters, film screenings etc.
Achievements
- In the review meetings of the Uttarakhand Animal Welfare Board constituted under the chairmanship of the Honorable Animal Husbandry Minister, updated progress review and discussion on various provisions/issues related to animal welfare among the government/directorate level officers of various concerned departments and representatives of non-government animal welfare organizations. , coordination and effort.
- Under the chairmanship of the District Magistrate of the concerned district in all the 13 districts of the state in accordance with the 'Formation of Society for the Prevention of Cruelty to Animals and Regulation Rules, 2001' promulgated under 'Section 38' of the 'Prevention of Cruelty to Animals Act, 1960'. Formation of 'District Animal Cruelty Prevention Committees'.
- In the financial year 2015-16, government assistance grant of Rs 1.90 lakh was given to the District SPCA of five districts of the state through Uttarakhand Cow Protection Fund.
- In the financial year 2015-16, government assistance grant of Rs. 2.60 lakh was given to the district SPCA of all the districts of Uttarakhand state through Uttarakhand Animal Welfare Board.
- Complete ban on the use of oxytocin and diclofenac drugs on animals.
- Provision of 'Uttarakhand Cow Protection Act, 2007' to ensure the welfare and protection of bovine animals. Under the Act, promulgation of 'Uttarakhand State Cow Preservation Rules, 2011', 'Uttarakhand Cow Preservation (Amendment) Act, 2015' and 'Uttarakhand State Cow Preservation Rules, (Amendment) 2018'.
- State aid grant for establishment/strengthening of cow shelters by the state government for the protection of destitute cattle.
- Assistance in various processes and monitoring for approval of government grant funds to NGOs under various schemes of Animal Welfare Board of India in the state.
- Organization of police training workshops at Uttarakhand Police Training Academy Narendranagar, Armed Training Center Haridwar, Police Line Dehradun, Pauri Garhwal.
- As per the expectations of the Hon'ble Law Minister, Government of India, in coordination with the BJJK Board, Ministry of Forest and Environment, Government of India, two training sessions on legal provisions related to animal welfare for the Hon'ble Judges were organized in UJALA (Uttarakhand Judicial and Legal Academy). Organization of one day workshops.
- In the light of the earlier orders of the Hon'ble High Court of Nainital, public awareness seminars were organized for the prevention of the evil practice of animal sacrifice with the cooperation/coordination of the district police administration.
- In the financial year 2012-13, under the Dry Dairy Program of the National Agricultural Development Scheme, assistance of Rs. 68.44 lakh was given to 10 recognized and eligible cow sheds providing shelter to destitute cattle.
- Under the Dry Dairy Program of the National Agricultural Development Scheme, assistance of Rs 52.40 lakh for the establishment of cow dung energy production plants at seven places through UREDA.
- Under the Dry Dairy Program of Rashtriya Krishi Vikas Yojana, assistance of Rs 17.14 lakh for strengthening of dry dairy in the Center of Excellence located at Government Organic Field Dhakrani.
- In the financial year 2012-13, government assistance grant of Rs. 15.00 lakh for maintenance was given to 18 recognized and eligible institutions providing shelter to unprofitable cattle.
- In the financial year 2013-14, government assistance grant of Rs. 16.00 lakh for maintenance was given to 22 recognized and eligible institutions providing shelter to unprofitable cattle.
- In the financial year 2014-15, government assistance grant of Rs. 15.00 lakh for the maintenance of 21 recognized and eligible institutions providing shelter to unprofitable cattle.
- In the financial year 2015-16, government assistance grant of Rs. 65.00 lakh was given to 24 recognized and eligible institutions providing shelter to unprofitable cows for the maintenance item and 6 recognized and eligible cow sheds for the construction of cow sheds.
- In the financial year 2016-17, 22 recognized and eligible cow shelters were given food items and government assistance grant of Rs. 32.36 lakh was given to 1 recognized and eligible cow shelter for the construction of cow dung gas plant.
- In the financial year 2017-18, 21 recognized and eligible cow shelters were given government assistance of Rs 44.72 lakh for maintenance and 1 recognized and eligible cow shelter was given government assistance of Rs 7.64 lakh for cow shed construction.
- In the financial year 2018-19, government assistance of Rs. 124.87 lakh was given to 22 recognized and eligible Gausadans for maintenance and Rs. 72.04 lakh were given to 10 recognized and eligible Gausadas for construction of cowsheds.
- In the financial year 2019-20, government assistance of Rs. 220.00 lakh was given to 26 recognized and eligible cow sheds for maintenance, 01 recognized and eligible cow shed was given government assistance of Rs. 06.55 lakh for cow shed construction and Pashulok Complex, Rishikesh was given Rs. 23.45 lakh for cow shed construction. Lakhs of government assistance was given.
- In the financial year 2020-21, government assistance of Rs 230.00 lakh was given to 30 recognized and eligible cow sheds for maintenance and Rs 20.00 lakh was given to Pashulok Complex Rishikesh for construction of cow shed.
- In the financial year 2021-22, government assistance of Rs 183.74 lakh was given to 38 recognized and eligible cow shelters for maintenance and Rs 28.06 lakh government assistance was given to Pashulok Complex Rishikesh for the construction of cow shed and 05 recognized and eligible cow shelters were given assistance for construction of cow shed. Government assistance of Rs 38.20 lakh was given towards this item.
- In the financial year 2022-23, government assistance of Rs. 10,11,85,3200 lakh was given to 41 recognized and eligible Gosadans for maintenance and Rs. 04.10 lakh was given to Pashulok Complex Rishikesh for maintenance.
- In the financial year 2022-23, 10 recognized and eligible Gausadans were given government assistance of Rs 72.04 lakh for the construction of cow sheds.
- In the financial year 2023-24, government assistance of Rs 27,02,17165 lakh was given to 56 recognized and eligible Gosadans for maintenance.
- At present, those who fulfill the prescribed qualifications as per the 'Uttarakhand State Cow Protection Rules, 2011' and 'Uttarakhand State Cow Protection (Amendment) Rules, 2018' promulgated under the 'Uttarakhand Cow Protection Act, 2007' and the corresponding government orders, are given recognition within the state of Uttarakhand. And there are 56 registered Gosadans. In which work is being done to provide shelter to about 11,500 destitute cattle animals.
- In continuation of the instructions given in the meeting convened under the chairmanship of the Chief Secretary, Uttarakhand Government on May 04, 2023, Government Order No. 36254/XV-1/23/7(14)22 dated June 26, 2023 issued by the Secretary Animal Husbandry, Uttarakhand Government. And in order 36254/XV-1/23/7(14)22 dated July 04, 2023, a district level committee has been formed to provide shelter to destitute cattle in all the districts of Uttarakhand state. In compliance with which, after marking the land in all the districts under the state of Uttarakhand, the work of establishing Gausadans is being completed by making tireless efforts at the district level committee level. In which at present, after marking the land at 56 places in the entire state, the work of establishing Gosadan is being done as a pilot project by the district level committee.
- Under the chairmanship of the Secretary Finance, Uttarakhand Government, on 20th July 2023, through the e-office number-1/140388/2023 dated 24th July, 2023 of the Deputy Secretary Finance, Government of Uttarakhand, for the promotion of women empowerment, sports and cow protection, every Indian/foreign liquor/ Government assistance of Rs 8.00 crore was given to promote cow conservation through the collection of cess (excise cess) imposed on each bottle of beer for the year 2023-24.
- SLP No. pending under Hon'ble Supreme Court, New Delhi. In pursuance of the interim order issued by the Hon'ble Court on 691/2009 (Animal Welfare Board of India vs People for Elimination of Stray Troubles) dated November 18, 2015, in the compliance affidavit prepared by the Chief Secretary, Uttarakhand Government, it has been requested that, Uttarakhand government has decided to run the population control program of destitute animals in a phased manner as per the resources available in the state. In the light of available resources, the program will be implemented in three municipal bodies (Dehradun, Mussoorie and Nainital) in the first phase, five municipal bodies (Haridwar, Roorkee, Haldwani, Rudrapur and Kashipur) in the second phase and district headquarters and other municipal bodies in the third phase. being done.
